Reciprocal Green Lane (RGL)

The Reciprocal Green Lane enables short-term visits for essential business and official travel. Please note that:

•    A Safe Travel Pass under the Reciprocal Green Lane applications must be submitted by a company or government agency in Singapore

•    Visitors are required to present a negative COVID-19 PCR test that was taken within 72 hours before departure at authorised testing facilities

•    Visitors are required to take a COVID-19 test upon arrival and self-isolate for up to 24 hours at approved accommodations until a negative test result is out

•    Visitors must adhere to a controlled itinerary throughout their stay

•    Visitors must produce proof of departure from Singapore

 

Get your Singapore business counterpart to apply for Safe Travel Pass-Reciprocal Green Lane

Either a company or government agency in Singapore can sponsor/apply for a Safe Travel Pass under the Reciprocal Green Lane on behalf of a prospective visitor. Applications are open between 2 and 5 weeks before the intended week of entry. As applications can take up to 7 days (excluding day of application) to process, any application submitted less than 8 days from the intended date of entry will not be accepted.

Ensure the following for your Singapore business counterpart:

•    Prepare visitor’s passport details, FIN number (if applicable) and Long-term Pass (if applicable) 


•    Prepare details of local contact person in company or agency (e.g., name, mobile number, email address)


•    Plan an accommodation arrangement from approved hotel list


•    Plan a detailed itinerary (up to 14 days) 


•    Read terms and conditions for entry into Singapore under the RGL arrangement

Apply for visa (if applicable)

Visitors who require a visa for travel to Singapore must also obtain a valid visa after receiving their Safe Travel Pass-RGL approval, before departing for Singapore. They are encouraged to apply for their Safe Travel Pass-RGL early.

Book return transport

Visitors are required to show proof of return transport arrangements to depart from Singapore (e.g., air, train, or bus return ticket). Visitors arriving by air who do not produce a return air ticket during pre-boarding checks may be refused boarding.

Arrange approved accommodation

Visitors are required to stay in an approved accommodation and self-isolate for up to 24 hours while they wait for the results of their on-arrival COVID-19 PCR Test.

The insurance plan should provide at least S$30,000 worth of coverage for COVID-19-related hospitalisation and medical expenses.

Take COVID-19 PCR test 72 hours before departure

Approved Reciprocal Green Lane visitors must take a COVID-19 PCR test at a government authorised health centre within 72 hours of departure and obtain a certificate for a negative COVID-19 test.

Submissions of Arrival Card including health, travel history, and accommodation declarations should be done no earlier than 3 days before the arrival date. It can be submitted through Visit Singapore Travel Guide or SG Arrival Card (SGAC) e-Service.

Register for on-arrival COVID-19 PCR test

Visitors should also register and make payment for their on-arrival COVID-19 PCR test prior to departing for Singapore.

Children below 3 years of age in that calendar year are not required to undergo the test upon arrival.

Your Singapore business counterpart to submit necessary documents

Before departure, your sponsor/applicant needs to submit:

•    Visitor’s itinerary up to 14 days

•    Negative COVID-19 PCR test from approved facilities that was taken within 72 hours before departure

•    Electronic or physical proof of travel insurance

Prepare for immigration clearance

On arrival, the visitor must present to the immigration officer:

•    Valid Safe Travel Pass approval letter (date of entry into Singapore must fall within the intended week of travel stated in the letter).

•    Valid visa (if applicable)

•    Negative COVID-19 PCR test result taken at an authorised testing facility within 72 hours of departure for Singapore

•    Proof of transport arrangement to depart from Singapore

•    Mobile device with the TraceTogether app downloaded and their profile registered on the app 

[Please note that SIM card purchase (if needed), mobile phone rental, or purchase of SGD should be done in the airport transit area prior to clearing immigration]

Undergo COVID-19 PCR test

After clearing immigration, all visitors are required to undergo an on-arrival COVID-19 PCR test. They are not permitted to enter any retail or food & beverage establishments, or procure any goods and services at the airport, including Jewel Changi Airport.

Proceed to self-isolation accommodation

Following the test, visitors must immediately take private transport, taxi, or private hire car to their declared accommodation. They must remain in isolation until a negative test result is out. The use of public transportation is not allowed.

Wait for result at approved accommodation

Visitors must remain in isolation at the accommodation until they receive notification (within 24 hours) of a negative test result.

Visitors are responsible for their medical bills should they require medical treatment for COVID-19 while in Singapore.

Maintain 1 metre distance

Safety measures for events, attractions, and cruises

Events

Up to 1000 fully vaccinated people or up to 50 people without pre-event testing, with zones of up to 100 attendees allowed

Attractions and cruises

50% operating capacity for groups of up to 2 fully vaccinated persons are allowed; provision for children 12 years and below applies.

Tours

Up to 50 people for conveyance tours (e.g., Duck Tours etc.) and up to 20 people for non-conveyance tours (e.g., walking, cycling, kayaking tours)

If you feel unwell

Visit a Public Health Preparedness Clinic (PHPC) immediately. You should commute to the clinic using private hire cars or taxis, but not public transport. Some clinics in Singapore, including the Raffles Medical Group (+65 6311 1222) offer round-the-clock COVID-19 tests and treatment.
